Key Responsibilities

• Supervise daily Shelter and WASH construction activities in line with approved designs and standards.
• Ensure quality, safety, and compliance with humanitarian standards and EHF/UNHCR guidelines.
• Manage labor teams and promote inclusive, efficient work practices.
• Monitor and control construction materials and site resources.
• Maintain site records and report progress, risks, and challenges.
• Engage refugee communities and support accountability to affected populations (AAP).

Safeguarding & Gender Equality

• Ensure safeguarding and Gender Equality & Inclusion (GEI) policies are embedded in daily operations.
• Promote adherence to Plan International’s Code of Conduct.
• Report and manage safeguarding concerns according to procedures.
• Support global safeguarding and GEI commitments.

Job Requirements

Education

Diploma, Certificate, or Bachelor’s Degree in Civil Engineering, Construction Technology, or related field.

Experience

• Minimum 2 years of relevant construction experience, preferably in humanitarian or refugee settings.
• Experience supervising Shelter and/or WASH infrastructure projects.
• Familiarity with Sphere, Shelter Cluster, and WASH Cluster standards.
• Experience with NGOs, UN agencies, or EHF-funded projects is an advantage.

Technical & Core Skills

• Practical knowledge of Shelter and WASH construction techniques.
• Ability to read and interpret technical drawings and BoQs.
• Strong problem-solving and decision-making skills.
• Construction management and team supervision experience.
• Good communication and coordination skills.
