Job Description
This role supports an emergency Shelter and WASH response funded by the Ethiopian Humanitarian Fund (EHF). The project delivers life-saving interventions in refugee camps and host communities, aligned with standards of UNHCR and relevant cluster guidelines.
Key Responsibilities
- Supervise daily Shelter and WASH construction activities in line with approved designs and standards.
- Ensure quality, safety, and compliance with humanitarian standards and EHF/UNHCR guidelines.
- Manage labor teams and promote inclusive, efficient work practices.
- Monitor and control construction materials and site resources.
- Maintain site records and report progress, risks, and challenges.
- Engage refugee communities and support accountability to affected populations (AAP).
Safeguarding & Gender Equality
- Ensure safeguarding and Gender Equality & Inclusion (GEI) policies are embedded in daily operations.
- Promote adherence to Plan International’s Code of Conduct.
- Report and manage safeguarding concerns according to procedures.
- Support global safeguarding and GEI commitments.
Job Requirements
Education
Diploma, Certificate, or Bachelor’s Degree in Civil Engineering, Construction Technology, or related field.
Experience
- Minimum 2 years of relevant construction experience, preferably in humanitarian or refugee settings.
- Experience supervising Shelter and/or WASH infrastructure projects.
- Familiarity with Sphere, Shelter Cluster, and WASH Cluster standards.
- Experience with NGOs, UN agencies, or EHF-funded projects is an advantage.
Technical & Core Skills
- Practical knowledge of Shelter and WASH construction techniques.
- Ability to read and interpret technical drawings and BoQs.
- Strong problem-solving and decision-making skills.
- Construction management and team supervision experience.
- Good communication and coordination skills.
