Job Description

The Procurement & Logistics Officer will ensure effective, transparent, and compliant procurement, warehouse, asset, and fleet management operations. The role guarantees timely delivery of quality goods and services while maintaining accountability and compliance with donor and government regulations.

Key Responsibilities

Procurement Management

  • Lead procurement processes in line with approved plans and budgets.
  • Prepare RFQs, ITBs, RFPs, bid evaluations, contracts, and purchase orders.
  • Ensure competitive, transparent, and policy-compliant procurement practices.
  • Maintain supplier databases and conduct market assessments.
  • Ensure complete procurement documentation and proper filing.

Warehouse & Inventory Management

  • Oversee receipt, inspection, storage, and issuance of goods.
  • Maintain stock records and conduct regular inventory counts.
  • Ensure FIFO/FEFO compliance and safe warehouse conditions.
  • Report discrepancies and losses as per procedures.

Asset Management

  • Maintain updated asset registers.
  • Coordinate tagging, verification, and periodic physical counts.
  • Track asset movement and ensure proper documentation.
  • Support asset disposal according to donor requirements.

Fleet Management

  • Manage vehicle allocation and scheduling.
  • Monitor fuel usage, mileage, and maintenance records.
  • Coordinate preventive maintenance and ensure compliance with regulations.
  • Supervise drivers and promote safe driving standards.

Compliance & Reporting

  • Ensure adherence to organizational and donor policies.
  • Prepare logistics reports regularly.
  • Support audit processes with accurate documentation.
  • Identify operational risks and propose mitigation strategies.

Job Requirements

Education

  • Bachelor’s Degree in Logistics, Supply Chain Management, Procurement, Business Administration, or related field.
  • Professional certification in procurement/supply chain is an advantage.

Experience

  • 3–5 years of relevant experience in logistics and supply chain management.
  • Proven experience in procurement, warehouse, asset, and fleet operations.
  • NGO or donor-funded project experience preferred.

Skills & Competencies

  • Strong knowledge of procurement and logistics procedures.
  • Excellent organizational and planning skills.
  • High integrity and attention to detail.
  • Strong reporting and analytical skills.
  • Proficiency in MS Office and ERP systems.
  • Good English communication skills (local language is an asset).
