Job Description

Mohas Consult is seeking a qualified Monitoring, Evaluation, Research, and Learning (MERL) Officer to support the implementation of monitoring, evaluation, research, and learning activities across multiple projects. The role will ensure high-quality data collection, management, analysis, and reporting to strengthen program accountability and evidence-based decision-making.

The MERL Officer will support initiatives including the MESMER Program, SAFEE Program, and Qiyas Project, ensuring systematic data capture, database management, reporting, and knowledge-sharing across programs. The position also involves field monitoring, research support, and learning facilitation to enhance program performance.

Key responsibilities

Monitoring & Evaluation

  • Support the design and implementation of M&E frameworks for multiple projects.
  • Track project indicators and ensure timely data collection.
  • Monitor progress against targets and identify implementation gaps.
  • Develop monitoring tools such as surveys, checklists, and reporting templates.

Data Collection & Management

  • Coordinate data collection activities across projects and field locations.
  • Encode, clean, and organize data in digital databases.
  • Maintain secure and accurate data storage systems.
  • Ensure data quality through verification and consistency checks.

Reporting & Documentation

  • Prepare monthly, quarterly, and annual program reports.
  • Compile monitoring data for donor and internal reporting.
  • Support dashboards, summaries, and performance visualizations.
  • Document lessons learned, case studies, and best practices.

Research & Learning

  • Assist in baseline studies, assessments, and evaluations.
  • Support research and analysis for program improvement.
  • Contribute to learning events and knowledge-sharing sessions.
  • Promote data use for adaptive management and decision-making.

Program Support

  • Provide technical support to project teams.
  • Participate in field visits and data collection activities.
  • Support donor reporting and program review processes.

Qualifications & experience

Experience

  • Minimum 2–4 years of experience in monitoring, evaluation, research, or data management.
  • Experience working on multi-project or multi-donor programs is an advantage.

Technical skills

  • Strong data management and analysis skills.
  • Experience with data entry and database management.
  • Proficiency in Excel, Canva, or similar tools.
  • Knowledge of digital data collection platforms such as KoboToolbox, ODK, SurveyCTO.

Core competencies

  • Strong analytical and report writing skills.
  • Excellent organizational and documentation abilities.
  • Ability to manage multiple projects simultaneously.
