Job Description
The Organization for Sustainable Development (OSD) is seeking a qualified and highly motivated Planning, Project Design and MEAL Officer with strong experience in proposal development and fundraising support.The role focuses on developing high-quality project concepts and proposals, and enhancing Monitoring, Evaluation, Accountability, and Learning (MEAL) systems across programs
Key Responsibilities
Project Planning & Proposal Development
- Lead and support development of project concepts, proposals, and logical frameworks aligned with organizational strategy and donor requirements
- Conduct needs assessments, context analysis, and data reviews to inform project design
- Provide strong technical input for fundraising and resource mobilization initiatives
- Coordinate with program, finance, and technical teams to ensure coherent design and realistic budgeting
- Ensure proposals are results-based, measurable, and aligned with donor guidelines
MEAL & Project Performance Management
- Develop and implement MEAL frameworks, indicators, and tools
- Conduct monitoring visits and ensure data quality and verification
- Support baseline, midline, and end-line assessments
- Analyze and present project data to inform management decisions
- Strengthen accountability systems and community feedback mechanisms
- Contribute to donor reports and organizational learning processes
- Promote a culture of continuous improvement and evidence-based programming
Required Qualifications & Experience
- Bachelor’s Degree in Project Management, Development Studies, Statistics, Social Sciences, or related field
- 5–7 years of relevant experience in project planning, proposal development, and MEAL within NGOs or development organizations
- Demonstrated experience in developing successful donor-funded project proposals
- Strong data collection, analysis, and report writing skills
- Experience with donor-funded projects is an advantage
- Strong computer proficiency, including data management and reporting tools
